Both countries have had their share of building fire disasters, and thus, there is an urgent need for effective firefighting systems design. In Australia, it is the Warren Centre report that details the required regulations for fire safety engineering. The UK has a well-established tradition of detailed and precise fire design regulations. It is imperative that fire design service providers for both nations acquire a proper understanding of firefighting systems design to ensure safety for all inhabitants.<\/p>\n<p>Looking at Australian regulations first, we can see they are practical and ensure safety at all times.<\/p>\n<p>The Warren Centre\u2019s guidelines for firefighting systems design were developed according to the International Fire Engineering Guidelines and fire safety verification methods (FSVM). It is crucial that engineers adhere to detailed fire safety specifications and understand the need for any modifications of the design, if required.  <\/p>\n<p>Some of the safety requirements from the building code for Australia (BCA) are:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tAll buildings taller than <span>3<\/span> storeys must have non-combustible external materials. <\/li>\n<li>\tArchitects and engineers must consult with fire protection and fire safety consultants during concept design, rather than wait for the schematic or detailed stages.<\/li>\n<li>\tAll fire safety equipment must be carefully and thoroughly checked before and after installation to ensure that they are operating in optimum condition.<\/li>\n<\/ul>\n<\/div>\n<p>Building owners are responsible for the following:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tBuildings must comply with all fire regulations and standards.<\/li>\n<li>\tConducting risk assessments to determine the right level of fire safety measures<\/li>\n<li>\tIdentifying high-risk areas in case of fire<\/li>\n<li>\tProviding training for fire prevention, emergence evacuation and the use of firefighting equipment for employees<\/li>\n<li>\tEnsuring the detailing of suitable fire safety measures<\/li>\n<li>\tEnsuring that building modifications maintain the building\u2019s fire safety<\/li>\n<\/ul>\n<\/div>\n<p>Building designers and building contractors must ensure the following:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tBuilding fire integrity<\/li>\n<li>\tProvision of suitable fire escape routes<\/li>\n<li>\tPlanning for adequate evacuation time and distances to safe places<\/li>\n<li>\tInstallation and fitting of fire doors and other relevant fire barriers<\/li>\n<li>\tInclusion of fire separation chambers or compartments, when possible<\/li>\n<li>\tProvision of safe places, refuges, where employees will be protected from fire<\/li>\n<\/ul>\n<\/div>\n<h5>UK<\/h5>\n<p>The UK has extensive legislation and building laws for fire safety design. The Regulatory Reform (Fire Safety) Order <span>2005<\/span> is applied in England and Wales. The Fire Safety (Scotland) Regulations <span>2006<\/span> governs Scotland, and in Northern Ireland, it is the Fire and Rescue Services (Northern Ireland) Order <span>2006<\/span> that is followed. For the management and use of residential buildings, BS <span>9991:2015<\/span> details a Code of Practice for fire safety design.<\/p>\n<p>For building owners and designers, these are some of the guidelines for the design layout:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tThe building fabric must have fire-resistant material.<\/li>\n<li>\tLayouts must impede the spread of fire.<\/li>\n<li>\tBuilding construction should be stable for a \u2018reasonable period\u2019.<\/li>\n<li>\tThe spread of fire and smoke in ducts, ceiling voids or floor voids must be inhibited.<\/li>\n<li>\tLarge buildings must have compartments with fire-resistant materials, to inhibit the spread of fire and help evacuation.<\/li>\n<li>\tWalls shared by <span>2<\/span> buildings must be designed to stop the spread of fire.<\/li>\n<li>\tRoofs and outside walls should not include thatch, wood shingles and certain plastics.<\/li>\n<\/ul>\n<\/div>\n<p>The capability of a wall, floor or door to endure heat and fire is referred to as fire resistance. A building with a fire resistance of <span>30<\/span> minutes can help people find escape routes. Fire resistance can be enabled by:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tConstructing an internal, non-load bearing, framed wall, with <span>72<\/span>mm x <span>37<\/span>mm timber studs at <span>600<\/span>mm centres and faced with a <span>12.5<\/span>mm plasterboard with joints that are taped and filled.<\/li>\n<li>\tErecting a masonry cavity wall made of solid clay bricks, brick pieces, shale, concrete or calcium silicate, with a minimum thickness of <span>90<\/span>mm on each leaf.<\/li>\n<\/ul>\n<\/div>\n<p>Fire compartmentalisation involves the subdivisions of a large space with fire-resistant walls, floors and doors that will restrict the spread of smoke and fire between floors. Each subdivision must have its own escape routes.<\/p>\n<p>Smoke can fill adjoining spaces quickly if fire doors and their gaps are not sealed effectively, making it difficult to negotiate escape routes and routes to protected areas, or refuge points. Refuge points are spaces where people gather to wait for evacuation. Refuge points must also be enclosed in fire-resistant material. These spaces must have:<\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tSufficient space for the occupants expected to wait there<\/li>\n<li>\tSufficient space for expected occupants and occupants from any adjacent refuge points<\/li>\n<li>\tAn escape route via the stairs<\/li>\n<li>\tAn area that can ideally be evacuated in <span>2.5<\/span> minutes, according to the National Association for Safety and Health in Care Services (NASHiCS) published in <span>2016<\/span><\/li>\n<li>\tArrangements with fire and rescue services as part of the evacuation procedure<\/li>\n<\/ul>\n<\/div>\n<p>Additional precautions must be taken for the protection of people from smoke and fire between floors, through the lift shaft, such as: <\/p>\n<div class=\"textwidget\">\n<ul>\n<li>\tUsing fire-resisting building materials and a fire-door access to separate the lift from the rest of the floor<\/li>\n<li>\tPositioning the lift shaft and stairs in a protected enclosure<\/li>\n<li>\tProviding ventilation of .<span>1m2<\/span> at the top of the lift for smoke to escape<\/li>\n<li>\tDesigning an escape route of minimum <span>1050<\/span>mm width <\/li>\n<li>\tClearing corridors, foyers and stairwells of combustible items and any other obstacles. <\/li>\n<li>\tProviding corridors that serve bedrooms with self-closing devices of 30-minute fire-resisting standard <\/li>\n<\/ul>\n<\/div>\n<p>Construction (Design and Management) Regulations say that clients, designers and contractors must meet, discuss and agree on fire safety measures. According to the regulations, the principal designer is responsible for the coordination of the pre-construction phase, including fire safety, while the main contractor is responsible for daily on-site fire safety.<\/p>\n<p>So, it can be concluded that firefighting systems design for both Australia and the UK will need knowledgeable fire design service providers that can provide accurate fire alarm drafting and design services and thoroughly understand the rules and regulations of Australia and the UK.
